Woodward County CAPS – Citizens Advisory Committee

The Board of County Commissioners has formally established the Woodward County Citizens Advisory Committee application process following the voter-approved sales tax election held on February 10, 2026.

This seven-member committee will review proposed CAPS projects and make recommendations to the Board of County Commissioners before funds are approved. The committee helps ensure projects meet legal requirements, align with the purpose of the sales tax, and are evaluated through a transparent, community-driven process.

The committee consists of:

  • One County Commissioner serving as Chair
  • Six citizen members (two from each commissioner district)
  • Members serving staggered three-year terms

All members must comply with conflict-of-interest policies and the Oklahoma Open Meeting Act.

Frequently Asked Questions

Who is eligible to apply?
Applicants must be residents of Woodward County and a registered voter in their commissioner district for at least six (6) months prior to appointment.

How are members selected?
Each County Commissioner will review applications from their district, conduct interviews, and publicly nominate two individuals. Final approval is made by majority vote of the Board of County Commissioners.

What does the committee do?
The committee reviews proposed CAPS-funded projects and provides written recommendations to the Board of County Commissioners before expenditures are approved.

How often will the committee meet?
Meeting frequency will be determined once the committee is formed. The committee will establish its meeting schedule, and all meetings will be open to the public in compliance with the Oklahoma Open Meeting Act.

How long is a term?
Citizen members serve staggered three-year terms as outlined in the establishing resolution.

Is this a paid position?
No. This is a volunteer service position.

What is the time commitment?
Time commitment will depend on the number of project submissions. Members should expect to review materials prior to meetings and attend scheduled public meetings.

Are meetings open to the public?
Yes. All meetings will be conducted in compliance with the Oklahoma Open Meeting Act and will be open to the public.

What if a member has a conflict of interest?
Members must disclose any potential conflicts of interest in writing and must recuse themselves from discussion or recommendation on any project where they or an immediate family member have a financial interest.

Can committee members approve projects?
No. The committee makes recommendations only. Final approval of expenditures remains with the Board of County Commissioners as required by state law.
